NORTH GLENROTHES COMMUNITY COUNCIL

 

Minute of the meeting held in Christ’s Kirk Hall on Thursday 8th January 2009 at 7.00 p.m.

 

1. Chairperson’s Remarks:  Ron welcomed everyone back to this the first meeting of 2009.

 

2. Present:  Ron Page, Mary Wallace, Hugh Bowie, Margaret Simpson, Denise Wallace, Colin Nikolic, John Thomson, Ian Lister, Joy Neal, Evlyn Allsop.  Also Cllr W Kay and PC Jill Robertson.  Apologies were received from Shaun Jackson, Jean Archer, Cllrs Morrison and Beare.

 

3. Minutes of the last meeting were approved.

 

4. Matters Arising:  (a) Fun Day for 2009 was approved for June 2009, and will be on Saturday 27th June.

 

(b) Comments had been submitted  on the Mid Fife Plan on behalf of the NGCC by Colin Nikolic  -  i.e. chiefly the title of the Plan, the A92 and the town centre.

 

(c)  The meeting agreed that the Chairperson submit comments for NGCC on the Fife Structure Plan in line with those of last year and the Mid Fife Plan.

 

(d) Discussion took place on the ASDA progress and the probability of its opening on schedule and the new smaller Sainsbury plan without the planned 6 retail units.

 

        5.   Correspondence:    (a) Garden Competition 2008 and 2009.

(b) Networking Seminar for Chairs and Vice-Chairs  on Tuesday 20th forenoon and evening.

(c)  Fife Working Group training for community council members.

(d) NGCC website  -  Shaun Jackson to develop the existing website.

(e)  Fife Environmental Trust  -  newsletters tabled and uplifted.

(f)  Invitation from the new MP, Lindsay Roy, to the opening of his office on 23rd January at 12.30  -  Mary Wallace to represent.

         6.  Reports:

(a) PC Jill Robertson commented on missiles being thrown from the bridge over Western Avenue and schools being warned of the dangers of such action;  the litter in Cadham Neighbourhood Centre especially outside the pub;  teenagers causing trouble a times are from other areas and who have been moved on.  Agreed that the secretary would contact  Mr Hussein, the Centre’s owner.

 

(b) Treasurer Denise Wallace gave a consummate report on the financial position.

 

(c)  A meeting of all members interested in Fun Day 2009 would be held on Thursday 19th February at 7 p.m. in Christ’s Kirk.

 

(d) The Glenrothes Area Futures Group report was by Colin Nikolic, who commented on the A92 meeting with Transport and BEAR Scotland and the awaited assessment from these on the A92 at the end of January.  Hopefully a report and discussion at the next meeting.  He reported on the revised plans of Sainsbury and the need for a Town Centre vision.  Parity with Dunfermline and Kirkcaldy was sought.  On the matter of Youth Provision he told the meeting that Mary Hill, Director of the “Y”, explained that recently there had been a Council change from full-time to part-time youth workers  -  also that a new initiative was being looked at, namely Youth Houses.  He ended by urging all NGCC members to attend the AGM of the Futures Group in CISWO on Tuesday 27th at 7 p.m.

 

7.  Question Time to Councillors:

(a)  Poor parking in cul-de-sacs was a matter for the police.

(b) Noted that gritting was needed behind Pitcoudie primary school as well as the front.

(c)  Noted that new lampposts were replacing old and faulty ones in Formenthill Road.

(d) No change to the underpass at Cardean Way.

 

8.  AOCB:  (a) The Chairperson sought suggestions for minor improvements to north Glenrothes, and these were given as: a graffiti wall, teenage shelters, seating in Gilvenbank  and the Town Parks.  These would be passed to the Locality Manager.

                  (b) Suggestions were made for speakers at future meetings:  a local GP; new MP; Gilven House worker;  Head of Community Services, Steve Grimmond;  Credit Union;  Mary Hill, Director of the “Y”.

                   (c) The next meeting of the NGCC is Thursday 12th February at Collydean Centre, the speaker being Duncan Mitchell from F.E.A.T.  (Fife Employment Access Trust).
