NORTH GLENROTHES COMMUNITY COUNCIL.

 

Minutes of meeting held on Thursday 12th November 2009 at Collydean Neighbourhood Centre

 

1. Chair Ron Page opened the meeting by welcoming all present and members of the public. He informed the meeting of Gilbert Forbes decision to resign from Community Council. Letter of thanks to be sent by Margaret.

Jean Archer had also intimated that, due to family commitments, she would have to step down. Ron suggested, with the agreement of the Members, that she take a 4 – 6 month sabbatical and review the situation then.

Ron welcomed back Tony Groundwater to the Community Council.

 

2. Those present were:  Ron Page, Margaret Simpson Shaun Jackson, Mary Wallace, Denise Wallace, Jim Lewis, Colin Nikolic, John Thompson, Joy Neil, Cllrs Morrison & Kay and members of the public.

Apologies were intimated from Pat McKie, Evlyn Allsop, Jean Archer, Alex Davie, Tony Groundwater, Community Police, Cllrs Grant & Beare.

 

3. Minutes of the last meeting were approved.

 

4. Matters Arising  -

 Collydean After School Club – It was agreed to donate £50 towards their Christmas party.

Lismore Court & Rona Place – Cllr Morrison has passed all concerns to Greig Henderson.

Cllr Kay informed those present that it was Fife Council policy to cut back Council owned hedging to approx. 4f and it was also policy not to cut back or top healthy trees.

Litter at McDonalds – Letter received from John Haskell, Cleansing Officer in reply to letter of complaint. Teams have been instructed to visit that particular area more frequently.

 

      5. Correspondence: Various items were tabled.

A CD of The Mid Fife Plan was received. It was noted the name of the plan had been changed from Kirkcaldy & Mid Fife Local Plan. Cllr Kay advised it also stated on the CD that the subject of the boundary of Glenrothes Town Centre was to be addressed to include Morrisons, Asda & Aldi.

Scott McIlroy is willing to attend a meeting to discuss the Mid Fife Plan if requested.

Information had been received relating to changes in the Scottish Planning System. It was agreed to keep this on file since North Glenrothes did not receive many planning applications.

 

6. Reports:

Police: - No report

Treasurer: - See attached sheet

Denise felt there was still an outstanding invoice for Gilvenbank Park but at a meeting between Ron, Shaun & Alan Bissett it was intimated there were no outstanding invoices. Denise to contact Mike Fuchs to request a list of all invoices and it was suggested an invite be sent to Mike Fuchs to attend an Office Bearers meeting to clarify finances.

It was suggested a simple statement of accounts be issued with the agenda / minutes at each meeting. This will be discussed.

Committees/Groups: - Gilvenbank Park

Ron & Shaun met with Alan Bissett re next phase for the park. It had been suggested a facility for older children. Ron had visited a similar facility in Leven and was impressed.

A meeting is to be held on the 25th November between park committee & Alan Bissett

 

       7. Glenrothes Area Futures Group

A92 - Colin reported another accident at The Balfarg Junction.

A report by BEAR on the A92 is due in February. Option of possible roundabout at Balfarg Junction.

Town Centre – Officials are against Town Centre boundary expansion. Proposals have been put forward and Colin feels optimistic about things going forward.

Futures Group are meeting with Jim McLeish, Town Centre Regeneration Manager.

CISWO & YMCA relocation – A discussion ensued re CIS plans and Sainsburys. Jim added he is of the understanding through his work with the YMCA that Sainsburys will be in Glenrothes within 12 – 15 months.

 

8. Questions to Councillors  -  

 Members of the public asked what is procedure regarding dangerous trees. Cllrs to arrange the Tree Officer to assess the situation.

Members of the public asked advice regarding charges for hiring Council Hall hire. Jim Lewis also offered advice.

Cllrs opinion was asked regarding plans to abolish concessionary rail travel. The decision on this has been delayed for 1 month. Margaret to send letter to R Hinds voicing NGCC objection to this.

 

9. AOCB – Ron encouraged everyone to complete the questionnaire on Fife Council Budget either on-line or on paper.

Members advised all future meetings are to be held at Christ`s Kirk. Email to be sent to Ishbel Smart & letter to Collydean Neighbourhood Centre.
